I think my framework most applies when the person wants to do a thing, but cannot. However, when a person is demotivated to do a thing, it becomes pertinent to ask why. Often there still are circumstances that explain it — a demotivated student may have had their intelligence insulted or may not have been persuaded a task is worthwhile; a person who seems apathetic to manage their mental health or get out of an abusive situation may be suffering from learned helplessness. I think usually if someone does not want to do something, there are externalities worth being curious about. This does not absolve bad behavior, it merely suggests a focus for examining it and ameliorating it.
