So, to answer your question broadly — the problem is not just with the publications, it’s with how academia works. Academic jobs (traditional faculty ones, anyway) rely on having a strong program of research and publication, yet the supports to ensure that actually happens are not always in place. The actual problem is much larger and deeper than the fact that journals don’t pay anyone involved in the process. The problem, really, is that graduate students, adjuncts, and postdocs aren’t paid to do research, and the faculty who are paid to do research have to balance tons of other more time-sensitive responsibilities.

All these problems exist in other places, and in the working world at large. When I point them out in one specific setting or industry, of course I am not claiming that it is unique. But a problem being common doesn’t mean it should be overlooked.
