Why are not able to switch your post’s visibility settings to “Member’s Only”?

Why are not able to switch your post’s visibility settings to “Member’s Only”? I filled out the application, got approved, and switched the privacy on the post in less than twenty minutes; is there sometimes a lag in approval? I know Medium doesn’t allow monetization of certain content (such as posts about Medium itself), is that the reason?
